Head of Regulatory Reporting and Safeguarding – EXCLUSIVE

THE COMPANY:

Our client is a leading UK foreign exchange broker, looking to expand their team.

THE RESPONSIBILITIES:

• Head of Regulatory Reporting and Safeguarding is a global role and is primary responsible for implementation of control systems, designing and owning management information reporting and rollout of strategic projects for the Reconciliations team.
• This role will be primary responsible for safeguarding compliance of the group under the changing safeguarding rules, recently published by the FCA, and CASS style regime.
• Outside of the UK, it is expected that the Head of Regulatory Reporting and Safeguarding knows and understands different regulatory regimes, where the company is currently present, holds or plans to obtain licenses. The geographical coverage includes Spain, United States, Australia, South Africa, Portugal, Brazil, Middle East.
• It is expected that there is a strong collaboration with Compliance and Finance officers and representatives across multiple geographies, with willingness to harmonise and improve current practices across the organisation. It is necessary to ensure consistency, efficiency, and alignment with evolving regulatory expectations in all relevant jurisdictions, safeguarding and capital requirements in particular.
• The role involves strategic collaboration with Risk, Compliance, Product, Technology, Finance, Treasury and Operations teams, in addition to regular reporting within the company Risk & Governance framework (i.e. Risk Committee, Safeguarding Committee, Leadership and Board updates).
• The Head of Regulatory Reporting and Safeguarding will play an active role in strategic initiatives, such as opening new markets and launching new products, where effective collaboration with the stakeholders and senior leadership is key to success.
• They will be acting as the primary liaison with external safeguarding auditors, monitoring and testing. The previous safeguarding audit landscape ensured management responses are timely implemented and there are ongoing improvements to systems, processes and controls. In the new reality and in the next 6-9 months it will be essential to develop the new approach and philosophy to the safeguarding audit, and work closely with consultants, auditors and business leaders to be fully prepared for the upcoming changes.
• Being actively involved in safeguarding automation (including real time reconciliation project), and implementation of the new safeguarding rules. The automation is currently underway and managed by the internal Product and Tech teams. The engagement on all levels of the organisation is absolutely critical to ensure successful delivery of the project.
• Since the beginning of the current financial year (July 2025) the company is reinforcing training and development of its leaders and staff on safeguarding regulation. A series of training sessions are underway, and the role will require at least annual maintenance of the company wide safeguarding training and mandatory onboarding programmes.
• Direct management responsibility of an experienced Regulatory Reporting & Reconciliations team out of the Shared Service Centre in Mumbai, India, makes this role particularly exciting from the leadership perspective. Responsibilities include setting goals and priorities, proving regular guidance and professional development to the team members, fostering a culture of high performance and continuous improvement.

EXPERIENCE REQUIRED:

• Direct experience in managing control systems within a heavily regulated institution or corporation, while being compliant.
• Familiarity with requirements from the FCA, FATF, and EU directives.
• Proven ability to balance regulatory compliance with customer-centric practices, ensuring both operational integrity and ethical responsibility.
• Experience in compliance with and understanding of the FCA safeguarding requirements, including the direction of the changing safeguarding rules and regulation.
• Prior experience with safeguarding, reconciliations and client funds is a must.
• Experience with CASS regulation and CASS audits will be particularly valuable.
• Proven track record of delivering training and support on safeguarding issues and regulations.
• Deep understanding of both existing and emerging regulatory frameworks governing the payments industry, with a particular focus on how these regulations impact platforms. This includes familiarity with legislation such as the PSRs, EMRs, PSD2/PSD3, and the recently published PS25/12.
• Demonstrable experience managing strategic projects, preferably in a tech-driven environment.
